Developing a Pilot Mechanism and Policy Framework for Van Don Economic Zone
On February 19, 2025, the Standing Committee of the Quang Ninh Provincial Party Committee submitted a proposal to the Politburo, seeking permission for Quang Ninh Province to lead and coordinate with several central ministries and agencies to develop and finalize the "Project on Building a Pilot Mechanism and Policy Framework for the Development of Van Don Economic Zone, Quang Ninh Province," encompassing eight groups of mechanisms and policies.

Van Don Economic Zone, established by the Prime Minister's Decision No. 120/2007/QD-TTg dated July 26, 2007, and adjusted in 2020, is oriented as a multi-sector marine economic zone focusing on high-end island and marine tourism, comprehensive services, and serving as an international trade gateway to create unique, high-quality, branded, and competitive products.​

Van Don is aiming to become the economic and cultural center of the region.

The province aims to transform Van Don into a regional economic and cultural center, emphasizing the development of services and industries utilizing advanced science and technology, fostering new industries and high-level technologies. Key focus areas include logistics services, high-end tourism, modern international entertainment industries, high-tech industries, and becoming a regional hub for startups, innovation, and international trade.​

Economic development targets by 2030 include achieving an average annual growth rate of 25–30% and reaching a total production value of USD 5.6 billion.​

The Quang Ninh Economic Zone Authority will lead, advise, and consolidate the drafting of the "Project on Building a Pilot Mechanism and Policy Framework for the Development of Van Don Economic Zone." This includes coordinating with relevant departments and agencies to develop mechanisms and policies for strategic investors and their projects, such as:​ Establishing criteria to identify and list strategic investors; Prioritizing the selection of investors for specific projects; Providing special incentives for certain projects undertaken by strategic investors.​

Additionally, the Quang Ninh Economic Zone Authority will collaborate with relevant units to develop specific mechanisms and policies for Van Don Economic Zone, including issuing casino business licenses to strategic investors without the requirement of a minimum investment of USD 2 billion and limiting to no more than 2–3 strategic investors.​

The Department of Agriculture and Environment is tasked with leading and coordinating with relevant departments and agencies to advise and develop mechanisms and policies on land management; mechanisms and policies on marine economy.​

The Department of Finance will lead and coordinate with relevant departments and agencies to advise and develop: mechanisms and policies on finance and budgeting; mechanisms and policies for establishing and managing a Free Trade Zone within Van Don Economic Zone.​

Furthermore, the Quang Ninh Provincial Police Department will lead and coordinate with relevant departments and agencies to advise and develop mechanisms and policies on visa exemptions for Van Don. The Department of Home Affairs will be responsible for matters related to the organizational structure of Van Don's local government.​

Assigned units are required to directly research, propose, revise, finalize, and take responsibility for their assigned content; complete their advisory content, and report on the aforementioned groups of mechanisms and policies. This includes clearly stating the proposed mechanisms and policies, their application, specific reasons, necessity, and the basis for proposing these mechanisms and policies, as well as assessing the level of support and consensus from relevant stakeholders.​ Deadline for completion is March 5, 2025 and sent to the Provincial Economic Zone Management Board.
