Quảng Ninh: Developing Tourism Products for Ha Long Bay and Bai Tu Long Bay
In recent years, Quảng Ninh Province has implemented significant measures to develop tourism, aiming to establish it as a key economic sector. Alongside the robust and modern development of tourism infrastructure, the province has focused on creating diverse tourism products to serve visitors.

Notably, on February 7, 2024, the Quảng Ninh Provincial People's Committee issued Plan No. 39/KH-UBND on the development of tourism products in Quảng Ninh for 2024. The plan emphasizes the development of new, diverse, and unique tourism products with high competitiveness, particularly high-end resort tourism linked to the natural, cultural, and human values of Quảng Ninh, as well as the World Natural Heritage sites of Ha Long Bay and Bai Tu Long Bay, and other prominent tourism resources of the province. The focus is on expanding tourism spaces in areas such as Bai Tu Long Bay, Vân Đồn, Cô Tô, and several islands within the province. The province's approach to developing new tourism products centers on creating diverse and unique offerings, especially high-end resort tourism, to attract a wide range of tourists and build the "Four-Season Wonder" destination brand.

According to the plan, in 2024, Quảng Ninh will introduce 62 new tourism products. Among these, 11 products leverage the advantages of Ha Long Bay and Bai Tu Long Bay. Examples include: experiencing a day as a fisherman in Vung Viêng fishing village, traditional dragon boat racing on Ha Long Bay, beach relaxation and services on natural sandy beaches, and dining cruises combined with wedding ceremonies on Ha Long Bay. Particularly, tourism products that offer sightseeing and accommodation connecting Ha Long Bay and Bai Tu Long Bay have garnered significant interest from tourism enterprises, locals, and visitors.

Most recently, at the end of May 2024, the province launched the "Heritage Journey" itinerary and the Grand Pioneers 2 cruise ship to connect Ha Long Bay and Bai Tu Long Bay. This marks the first tourism product linking the two renowned bays of Quảng Ninh, contributing to the expansion of the province's marine tourism space and alleviating pressure on the core heritage area of Ha Long Bay. Simultaneously, it aims to unlock the potential and elevate the value of Bai Tu Long Bay.

At a meeting on June 6 regarding the development of tourism products on Ha Long Bay and Bai Tu Long Bay, the Ha Long Bay Management Board proposed 10 tourism and service products. The Quảng Ninh Department of Tourism also proposed two new sightseeing itineraries on Ha Long Bay, six new itineraries connecting Ha Long Bay and Bai Tu Long Bay, and six orientation-based sightseeing itineraries in Vân Đồn District and Bai Tu Long National Park.

To expedite the implementation of these products, the Provincial People's Committee assigned the Department of Tourism to coordinate with the Ha Long Bay Management Board, the Department of Transport, the People's Committees of Cẩm Phả City and Vân Đồn District, and the Bai Tu Long National Park Management Board to advise the provincial government on announcing sightseeing and tourism itineraries for Ha Long Bay, Bai Tu Long Bay, and connecting routes between the two bays. This initiative aims to develop tourism products, expand tourism spaces, and attract investment. Additionally, the Department of Transport is tasked with announcing the operational conditions for sightseeing and tourism itineraries as per regulations; developing plans to enhance the quality and safety of the cruise fleet on Ha Long Bay and Bai Tu Long Bay, ensuring quality over quantity.

Through the development of tourism products for Ha Long Bay and Bai Tu Long Bay, Quảng Ninh aims to maximize the advantages of its landscapes and culture, and to promote the value of its heritage. This strategy is expected to attract both domestic and international tourists, contributing to the goal of welcoming 17 million visitors and achieving tourism revenue of 39.1 trillion VND in 2024.
