By 2030: Vân Đồn to Become a City and a High-End Entertainment Industry Hub
The People's Committee of Quảng Ninh Province has recently approved the Urban Development Program for Vân Đồn District through 2030, with a vision toward 2040. This program outlines a roadmap to elevate Vân Đồn to city status by 2030.

The program aims to develop Vân Đồn into a multi-sector marine economic zone, a center for high-end entertainment industries including casinos, premium marine and island tourism, and comprehensive services. The goal is to establish a city with synchronized infrastructure that is green, sustainable, and climate-resilient, while preserving its unique topography, landscape, and cultural identity, effectively leveraging its distinct geographical and natural advantages.

By 2025, Vân Đồn is expected to meet the criteria for a Grade-III urban area. By 2030, it aims to be officially recognized as Vân Đồn City, striving to achieve the standards of a Grade-II urban area. With this development, Quảng Ninh will continue to be the province with the most cities in the country, totaling five.

Development Phases:

  • Up to 2025: Focus on completing and renovating existing urban areas, constructing tourism projects, new urban zones, residential areas, and resettlement projects. Invest in synchronizing urban infrastructure in Cái Rồng Town and the communes of Đông Xá and Hạ Long, aiming to meet the standards for ward establishment and complete the criteria for a Grade-III urban area by 2025.
  • 2026–2030: Continue expanding the urban area from the previous phase, with plans to establish Đoàn Kết, Quan Lạn, and Minh Châu wards. Priority will be given to investing in infrastructure connections from the existing urban core to Đoàn Kết Ward and focusing on developing marine and island tourism in Quan Lạn and Minh Châu.

The plan also includes constructing a new administrative center to serve as the political, commercial, and service hub of the city. Enhancing the main transportation network to connect the urban center, renovating and upgrading urban standards, and investing in building Vân Đồn City to meet Grade-II standards with infrastructure quality approaching Grade-I urban areas by 2030.
