In recent times, the province has announced eight sightseeing routes on Ha Long Bay, ten on Bai Tu Long Bay, and three connecting both bays. After thorough and expedited preparations, the Bai Tu Long Bay tourism routes have met all necessary conditions to officially launch in mid-March 2025. These routes are expected to offer unique experiences catering to a diverse range of tourists, especially high-end clientele.
To operationalize these routes, relevant departments and localities have reviewed and completed legal procedures, organized multiple surveys for domestic and international travel agencies to develop and promote tourism programs in the Bai Tu Long Bay area. Additionally, tourism businesses have been developing tour programs connecting Bai Tu Long Bay with Ha Long Bay.

Recently, the province has attracted several high-spending tourist groups, including billionaires and millionaires from European and North American markets, to visit Bai Tu Long Bay and Ha Long Bay. The Department of Culture, Sports, and Tourism continues efforts to attract this segment to the Bai Tu Long Bay area.
During the meeting, departments, localities, and businesses proposed various solutions to develop the fleet of tourist boats, transportation infrastructure, promotional activities, and the completion of tourism products.

Emphasizing that the sightseeing routes on Ha Long Bay and Bai Tu Long Bay are new journeys offering tourists novel and luxurious experiences, Vice Chairwoman Nguyen Thi Hanh highlighted their potential to extend visitor stays and increase spending, thereby enhancing Quang Ninh's competitiveness. To ensure thorough preparation for the launch of Bai Tu Long Bay tourism routes, she directed the Department of Culture, Sports, and Tourism to develop specific plans to welcome tourists on both bays. From March through the end of 2025, the goal is to operationalize all ten tourism routes, seven overnight stops, Bai Tu Long National Park, ecological parks, heritage gardens, and tours to islands such as Quan Lan, Minh Chau, Ban Sen, and Ngoc Vung.
The Department of Construction is tasked with proposing investments to equip adequate waterway infrastructure, docks, mooring buoys, signage, overnight stops, and ports as per regulations. Simultaneously, plans should be developed to invest in suitable types of boats and enhance the quality of the tourist boat fleet operating on Ha Long Bay and Bai Tu Long Bay.
The Provincial Tourism Association is to design specific tour itineraries for promotion across mass media, while the Provincial Communication Center will produce promotional clips, maximizing the information infrastructure to widely promote to both domestic and international tourists. The launch of new tourism routes on Bai Tu Long Bay is among the solutions to boost the tourism and service sectors, aiming to increase tourist spending, extend stays, unlock tourism economic development potential, and contribute to achieving the province's GRDP growth target of over 14% in 2025.
